The key to fluffy realistic garland is to double up your boughs. Layer two, one on top of the other and give them a twist to intertwine them. This helps them stay put. Bend and twist the branches to add extra volume. If there are pinecones, turn them to the front and back. Some can be left a bit more hidden. This will help you fake garland look real.
